Dr. James D. Baylous is a private practice radiologist, dedicated to advancing patient care through expertise in diagnostic and interventional radiology. He earned his Bachelor of Science and Medical degree from Marshall University in Huntington, West Virginia. He completed a Residency in Diagnostic Radiology at St. Francis Medical Center in Pittsburgh, PA. He then completed an interventional radiology fellowship at the Western Pennsylvania Hospital in Pittsburgh, refining his skills in minimally invasive procedures and cutting-edge imaging techniques.
Currently, Dr. Baylous is a partner at Peninsula Radiology Associates, practicing at Riverside Reginal Medical Center in Newport News, VA for the past 22 years. His leadership within the institution includes serving as Chairman of the Patient Safety Committee and more recently as Vice President and President of the Medical Staff, demonstrating his commitment to both clinical excellence and institutional governance. He continues to serve as the immediate past president, working on investigative committees as well as sitting on the Credentials Committee and the Medical Executive Committee.
With a passion for innovation and patient-centered care, Dr. Baylous continues to contribute to the field of radiology through his expertise, leadership and dedication to safety and quality in medicine.
Dr. Frank Thornton received an MB, BCh, BAO, and a thesis-based MD degree from University College Cork Medical School, National University of Ireland. He is double board-certified in General Surgery and Radiology, having completed residency programs in both specialties at the Royal College of Surgeons in Ireland. Dr. Thornton further specialized through a 2-year surgery fellowship at Johns Hopkins, an abdominal imaging fellowship at Duke University Medical Center, and an MRI fellowship at the University of Wisconsin (UWSMPH).
Dr. Thornton is currently a partner with Hampton Roads Radiology Associates in Virginia Beach. He has extensive experience in academic radiology, community-based radiology, teleradiology, and private practice. Previously, during his 18 years at the University of Wisconsin, he focused on translating and implementing academic section imaging protocols into the multiple community hospitals that his UWSMPH Community division covered onsite. Examples include initiating a comprehensive prostate MRI program and offering ferumoxytol-enhanced pulmonary MRA imaging for pregnant patients. Dr. Thornton also collaborated with cardiologists and cardiovascular surgeons to establish a robust community-based TAVR program.
Throughout his career, Dr. Thornton has held many leadership roles, including Vice Chair and Section Chief of Community Radiology at the UWSMPH Department of Radiology. He pioneered a model of practice development that employed the help of an organizational psychologist to elevate the functionality of the 26-member UWSMPH Community division through optimization of group dynamics, implementation of best meeting practices, off-site group retreats, and development of practice strategy. Through his work with practice building and leadership in radiology, Dr. Thornton has participated in a range of leadership and professional development programs, including the ACR Radiology Leadership Institute (RLI) Summit and workshops facilitated by the Napier Group. He has participated in and supported organized radiology through membership in the Wisconsin, Iowa, and Virginia chapters of the ACR. He has been a leader in radiology advocacy by implementing education on the role and accomplishments of RADPAC as a regular agenda item for practice meetings.
Dr. Thornton has authored numerous research papers and book chapters in the fields of surgery and radiology. His contributions to the radiology literature emphasize the use and optimization of time-resolved MR Angiography in everyday practice. He has presented and received recognition for his research at many national and international conferences. His most cherished accolade was receiving the UWSMPH Radiology Residency Program Teacher of the Year Award.
ACR Fellowship is awarded to members of the College in good standing who have demonstrated service to ACR; evidenced significant accomplishments in scientific or clinical research in the field of radiology; made significant contributions to literature; and/or provided outstanding work as a teacher of radiology. Only 10 percent of College members have been awarded this honor.
Fellowship is awarded to diagnostic radiologists, radiation oncologists, interventional radiologists, medical physicists, and nuclear medicine physicians at the Convocation held during the ACR annual meeting.
